Our client, a mission-driven NGO, is seeking a Project Manager to support a major initiative to expand integrated diabetic retinopathy care in Northern Peru. This role will serve as the link between the NGO’s headquarters and local partners, coordinating with health authorities, regional institutes, and national stakeholders to ensure effective project planning, implementation, and evaluation. The Project Manager reports directly to the Program Director, Peru, based in Lima.

Key Responsibilities:

  1. Representation
  • Act as the primary liaison between Orbis International and partner institutions in Peru.
  • Visit project partners and health authorities as needed to gather information and share updates on project plans, activities, and strategies.
  • Represent Orbis in stakeholder meetings and facilitate discussions to disseminate project progress and plans.

2. Project Management

  • Stakeholder Management:
    • Identify and document stakeholder relationships in a stakeholder register.
    • Map and recruit primary-level health facilities in collaboration with IRO, INO, and other partners.
    • Engage with ocular health stakeholders at the national and international level.
  • Clinical Services & Awareness:
    • Plan and coordinate the deployment of international and regional experts to deliver multidisciplinary training.
    • Support the design of training plans for primary-level staff, including counseling and timely referral protocols.
    • Contribute to the development of a shared Patient Information System for data collection, analytics, and reporting.
    • Assist in planning training courses related to eye health and project objectives.
  • Project Planning & Reporting:
    • Manage and update project work plans, including schedules, procurement, and M&E plans.
    • Set targets, track milestones, and ensure deadlines are met.
    • Prepare quarterly donor reports, internal reporting documents, and other narrative planning documents.
    • Help establish a project management committee to share experiences across Orbis projects in Peru.
    • Coordinate finance and development meetings to ensure compliance with implementation structures.
  • Project Operations & Procurement:
    • Organize project activities ensuring performance quality and adherence to Orbis policies.
    • Coordinate with the Supply Chain Department and manage customs processes for major equipment donations.
    • Develop procurement plans and collect quotes from local suppliers.
    • Support the processing of invoices, wire transfers, and preparation of official documents.
  • Logistics & Administrative Support:
    • Schedule meetings with health facilities, regional ocular coordinators, and other stakeholders.
    • Prepare agendas, organize online and in-person meetings, and distribute minutes.

Who We’re Looking For

  • Education: Bachelor’s degree in Public Management, Business Administration, or a related field (required). Master’s degree or equivalent experience in Public/Ocular Health, Project Management, MBA, or International Cooperation for Development (preferred).
  • Experience: Minimum 3 years in similar roles (Project Manager/Coordinator) and 7 years of general professional experience.
  • Skills:
    • Professional proficiency in Spanish and English (required).
    • Strong organizational, planning, and stakeholder management skills.
    • Proven ability to manage multiple tasks and meet deadlines with accuracy and attention to detail.
    • Strong digital and analytical skills, including data management experience.
    • Proficiency with Windows 11 OS, Word, Outlook, PowerPoint, Excel, and online research tools.
  • Other Requirements: Willingness to travel up to 35% of the time within Peru. Ability to work independently and collaborate with diverse teams.
